Neighbourhood Plan

Regulation 16 - Public Consultation

Following consultation on a draft Hartley Wintney Neighbourhood Plan in May – July 2017 the Parish Council as the ‘qualifying body’ has amended the Plan and now submitted it to Hart District Council.

Hart District Council is now required to carry out further consultation on the Plan. The consultation period is between 28th January and 11th March 2019, and all representations must be made to the District Council as set out below.

Following this six week public consultation, the proposed Plan will be submitted for independent examination. Dependent on the outcome of the examination the Plan will then be subject to a local referendum. If successful, the Hartley Wintney Neighbourhood Plan will be ‘made’ (bought into legal force) and will form part of the Hart Development Plan and be used in the determination of planning applications relating to land in Hartley Wintney Parish.

Copies of the proposed Hartley Wintney Neighbourhood Plan and supporting documents (including the representation form/procedures to be followed in responding) are available to view on the Hart District Council’s website https://www.hart.gov.uk/hartley-wintney

Please note that representations to the consultation must be made in writing. There are several ways to make your comments:

Any representation may include a request to be notified of the Council’s decision to ‘make’ the Neighbourhood Development Plan (bring it in to legal force).

All comments must be received by 4pm on Monday11th March. Representations after this time will not be accepted.

In light of the current planning policy vacuum resulting from the lack of a current Local Plan at Hart District Council, it has been decided that Hartley Wintney would benefit from a Neighbourhood Plan. 

A Neighbourhood Plan is a statutory document which commands respect within the planning process, it has legal weighting and will run alongside Hart’s own Local Plan when determining applications for development.
The Parish Council has set up a Steering Group which will open a dialogue with the local community to inform the Neighbourhood Plan in terms of the vision for the future of Hartley Wintney.
It is envisaged that the overall plan will take around 12 months to complete and would then be subject to referendum within the village prior to adoption. Please look out for further details over the coming months. “
On the 2nd of October 2014, Hart District Council approved the designation of the whole parish of Hartley Wintney as a Neighbourhood Area, in accordance with the Neighbourhood Planning (General) Regulations 2012.
