Neighbourhood Plan

A big thank you to all those who came to the Drop-in Days at the beginning of this year and to our stall at the Village Festival in June . We were really encouraged by the response and thank you to all those who responded to the questionnaire either by completing the questionnaire on the day, subsequently or by online survey. I think that the residents of Hartley Wintney are now much more aware of the importance of our Neighbourhood Plan in the current planning and economic climate and it is good to know and understand the issues which people consider to be of importance.

Our Neighbourhood Plan can now really begin to gain momentum and the next step is to look in more depth at the various issues raised by the questionnaire. One of the key issues is to make Hart aware of our preferences in terms of housing development as they continue to compile their Local Plan, and then to look at the resulting impact on our infrastructure. We may well wish to consult with Hartley Wintney residents again and please keep an eye open for future dates and information using the same means of publicity as before – Contact, posters, HWPC website, Facebook and Twitter, and local schools.

In light of the current planning policy vacuum resulting from the lack of a current Local Plan at Hart District Council, it has been decided that Hartley Wintney would benefit from a Neighbourhood Plan. 

 
A Neighbourhood Plan is a statutory document which commands respect within the planning process, it has legal weighting and will run alongside Hart’s own Local Plan when determining applications for development.
 
The Parish Council has set up a Steering Group which will open a dialogue with the local community to inform the Neighbourhood Plan in terms of the vision for the future of Hartley Wintney.
 
It is envisaged that the overall plan will take around 12 months to complete and would then be subject to referendum within the village prior to adoption. Please look out for further details over the coming months. “
 
On the 2nd of October 2014, Hart District Council approved the designation of the whole parish of Hartley Wintney as a Neighbourhood Area, in accordance with the Neighbourhood Planning (General) Regulations 2012.
